This class will focus on Allocation of Parental Responsibilities (APR), one of several permanency options available in the Colorado Child Welfare System.
Attorney Tim Eirich will help us understand what exactly APR means, covering topics that include:
- APR vs. adoption
- What to consider before accepting APR
- How to negotiate the terms of an APR order
- Post-APR life
- How to interpret a court order
- What to do if an APR order isn't being followed
- Custodial adoption post-APR
- The new subsidy caps, in effect since July 1, 2026, for APR and TPR (termination of parental rights).

Timothy J. Eirich is an honors graduate of the Loyola University of Chicago School of Law. At Loyola, Tim was as a Philip H. Corboy Fellow (member of the National Trial Team), a Curt N. Rodin Fellow in advocacy, and a Civitas Childlaw Fellow. Tim was also an associate editor for the Children's Legal Rights Journal. Tim received his undergraduate degree from Santa Clara University where he majored in English and was a captain of the NCAA Division 1 Crew Team. Tim focuses his practice on adoption, child welfare, and guardianship cases. Tim represents prospective adoptive parents, foster parents, relatives, birth parents, and juveniles charged with delinquent acts. Tim is an experienced litigator who has tried over twenty-five jury trials, litigated dozens of contested hearings, and has argued in the front of both the Colorado Supreme Court and Court of Appeals. Tim litigated the ground-breaking case, both at the trial level and before the Colorado Supreme Court, that addressed the rights of foster parents and other caregivers in dependency and neglect cases. Tim has also received a number of awards recognizing his work. In 2012, Tim received the Excellence in Practice Award for a Juvenile Law Attorney at the Colorado Summit for Childen Youth and Families. In 2014, the Colorado State Foster Parent Association honored Tim with the Champion Award for work and efforts on behalf of Colorado’s foster parents. Also, in 2014, the Congressional Coalition on Adoption Institute awarded Tim the prestigious Angels in Adoption Award for his work in adoption and positive child welfare practices. Tim has handled dozens of private, public, and contested adoptions and has been recognized as a Fellow with the American Academy of Adoption Attorneys. Tim has lectured frequently on the rights of foster parents and the child welfare system and is a regular presenter for the Colorado State Foster Parent Association. In addition to training foster parents and relative caregivers, Tim teaches trial skills to fellow attorneys as an instructor for the National Institute of Trial Advocacy (NITA). Prior to joining the Grob & Eirich, LLC, Tim was the Deputy Director of the Rocky Mountain Children's Law Center where he litigated some of the center's highest profile cases; represented foster parents, prospective adoptive parents, relative caregivers and juveniles; and supervised a multi-disciplinary staff of attorneys and social workers who served as guardians ad litem for abused and neglected children in Denver Juvenile Court. Prior to his time with the Children's Law Center, Tim was a trial attorney with the Office of the Colorado Public Defender where he represented adults and juveniles charged with felony offenses.

Learn effective strategies to regulate your own nervous system in order to help children feel safe in their environment and their bodies.
Being safe and feeling safe are not the same thing — and that distinction is everything. Kids with baffling behaviors are often stuck in a nervous system state that reads the world as dangerous, even when it isn't. This training explores the three places children unconsciously scan for safety cues, and why we can't simply tell kids to feel safe. Caregivers will leave with practical, doable strategies for adjusting their own nervous system, their environment, and their interactions — so their kids' nervous systems finally get the message that it's safe to settle down.

Teach children how to self-regulate by first providing an understanding of how their brain and nervous system works.
Kids can't use tools they don't know they have. This training guides parents in teaching their children about their own brain and nervous system — using play, metaphor, and compassionate curiosity that kids can actually connect with. When children begin to understand what's happening inside them, they develop the self-awareness that makes self-regulation possible. Caregivers will leave with concrete, kid-friendly ways to build this foundation at home, turning confusing meltdowns into opportunities for connection and growth.

Learn practical and effective body-based sensory strategies to help your child stay regulated.
Beneath every challenging behavior is a nervous system trying to cope. This training shows parents how to go straight to the source — regulation — using body-based and sensory strategies that are effective, accessible, and actually kind of fun. Caregivers will learn why sensory experiences have such a powerful impact on behavior, and walk away with a toolkit of practical strategies they can use at home and school to help their child shift out of dysregulation before behaviors escalate. Less reacting, more responding.

At just a young age, Liz did something most adults struggle to do — she reported her own abuse to protect her siblings. In this powerful one-hour session, Liz shares what it means to survive foster care, fight for your siblings, and grow up carrying the weight of your own rescue. This is not a training about policy. It’s a story about courage, sibling separation, identity, and reunion — told by someone who lived it.
What happens when a child becomes the one who calls for help?
As a young girl living in an abusive home, Liz made a decision that would change the trajectory of her life — and her siblings’ lives. She reported the abuse herself, stepping into a role no child should have to carry: advocate.
In this powerful and deeply personal session, Elizabeth Sutherland — author of No Ordinary Liz and contributor to Growing Up in the Care of Strangers — shares her lived experience of entering foster care, navigating sibling separation, and holding onto hope for reunification.
Liz’s story brings forward the emotional realities children often carry inside the child welfare system:
- The burden of self-reporting
- The fear and loyalty are intertwined in sibling relationships
- The confusion of identity when placements change
- The quiet determination to protect the people you love

In this one-hour, conversation-style session, foster care advocate Amber Chiapetto shares her lived experience in foster care — reflecting on what helped, what hurt, and what healing truly looks like from a youth’s perspective. The session includes personal storytelling followed by an open, moderated Q&A, offering foster parents and caregivers honest insight to help create safer, more supportive, and more healing homes.
This one-hour, conversation-style session centers the lived experience of foster youth and the voices that are too often missing from foster care training. In the first half of the session, foster care advocate Amber Chiapetto shares her personal story, including adoption, re-entry into foster care as a teenager, and the long road to healing, reflecting on what genuinely helped, what caused harm, and what she wishes caregivers and professionals better understood at the time.
The second half of the session is an open, moderated Q&A, creating space for honest questions, real dialogue, and deeper reflection. Participants are invited into a candid, podcast-style conversation that moves beyond theory and into practical insight rooted in lived experience.

Amber Chiapetto is a foster care advocate, speaker, and creator who uses her lived experience to bring honesty, compassion, and accountability to conversations about foster care. After being returned to the foster care system as a teenager following a 12-year adoption, Amber began sharing her story online to give a voice to aged-out foster youth and push for meaningful foster care reform. What started as vulnerability turned into community — her platform has now reached over 800,000 followers.
Through raw storytelling and advocacy, Amber speaks openly about the realities of foster care, including hardship, neglect, and abuse, while also highlighting resilience and healing. Today, she is a two-time college graduate, a mother of three, a business owner, and a passionate partner to foster families who want to do better for the children in their care.
In partnership with Be The Source, Amber shares her story, answers difficult questions, and offers insight to help foster families create safer, more healing homes, so no child has to feel alone in the system.

Presented by First Witness, this training gives caregivers the tools to confidently talk with children about body safety. Participants will learn to spot grooming and manipulation, recognize signs of abuse, respond effectively to disclosures, and foster safe, open communication at home.
Conversations about body safety are an essential part of healthy child development—but they can feel intimidating for both caregivers and children. This training, presented by First Witness, equips caregivers with tools to confidently guide those conversations in age-appropriate, supportive ways. We will explore how to recognize grooming and victim manipulation, identify possible signs of child sexual abuse, and respond calmly and effectively if a child discloses. Caregivers will also gain strategies for creating safe, open communication at home and for supporting the children in their care as they learn about boundaries and online safety. While the focus is on educating foster and kinship providers, participants will also learn how to encourage non-offending caregivers to grow their communication skills and normalize conversations about body safety. By the end of the session, caregivers will feel more prepared to build trust, strengthen resilience, and help children know their voices and boundaries matter.

Gracie moved from Wisconsin to Duluth to attend the University of Minnesota-Duluth, where she quickly fell in love with the city. At UMD, she earned bachelor’s degrees in both Biochemistry and Criminology. During her undergraduate career, she served on the Sexual Misconduct Hearing Committee, tutored in math and chemistry courses, was a teaching assistant for the criminology department, and completed an internship at First Witness. Throughout her time at UMD, Gracie focused on coursework in Psychopathy and Crime, Understanding Violence, Criminal Forensic Psychology, and Sociology of Gender. After graduation, Gracie continued her work with First Witness as the Operations Assistant.
Before working at First Witness, Gracie worked at a local residential addiction treatment facility, where she gained a passion for advocating for marginalized individuals who had experienced severe trauma in their lives. She also worked at afterschool programs in the area for three years, and spent her summers outside at camp, teaching kids how to paddle, climb, bike, and hike. These positions, combined with her education, fostered her love for working with children and families and strengthened her knowledge of how trauma affects children, adolescents, and adults.
In her free time, Gracie enjoys paddling up the North Shore, trying new coffee shops, going on long hikes, and watching even longer movies.

Learn simple, powerful tools to stay grounded, build trust, and model resilience—because when you choose calm and connection, kids learn they can too.
Parenting for children in care comes with unique challenges, disappointments, and moments where it feels like so much is out of your control. This training will give you practical, hands-on tools to strengthen your sense of agency and calm, so you can respond with confidence instead of stress. Together we’ll explore how staying steady in tough moments, taking small attachment-building actions, repairing after mistakes, and reshaping limiting beliefs can create lasting change for both you and the children in your care. You’ll leave with strategies you can use right away to feel more empowered, model resilience, and foster safety and trust—even when life feels unpredictable.

Amy has had a heart for children in foster care since the age of 15, when she was recruited as a counselor for Camp Horizon of Georgia, a summer camp for children in care. What started as a week-long commitment turned into a passion that spanned more than twenty years. Amy also served as a foster care counselor in a residential treatment home and as a CASA. Her work as a School Psychologist and life coach for teenagers gave her a front row seat to the ups and downs of school life children encounter including the joys, the scrapes, the disappointments, and the victories.
Amy is currently earning her master’s degree in counseling at Adams State University and plans to practice from an attachment based lens, incorporating Internal Family Systems (IFS). Her goal is to walk alongside those she works with, supporting their healing while encouraging empowerment and agency. She is grateful to be at Be the Source as part of her graduate training, and considers it a privilege to contribute to such a vital mission.
Her entire extended family lives in the South, which makes her family a bit of a tumbleweed out here in Colorado. For the past 11 years she has lived in Colorado with her husband who has an affinity for endurance races and their tiny white dog, Gizmo, who unashamedly runs the household. Their two wonderful adult daughters, ages 21 and 24, have stretched her heart and mind in countless ways.
When she is not studying or working, Amy loves all things outdoors (except snakes!) and dreams of living in eternal summer weather one day. She finds joy in gardens of every kind, loves belly laughing with friends, and treasures time with animals. She also speaks a little French and is fairly fluent in sarcasm.
