In this hands-on, caregiver-centered session, we’ll walk through how Colorado laws and rules are created—and how everyday voices like yours can help shape them. From understanding the difference between systems and culture, to learning how to contact lawmakers or submit public comment, this class is designed to demystify the legislative process and empower you to participate in ways that feel meaningful and sustainable.

We’ll explore key wins from the 2025 legislative session that impacted child welfare, and we’ll introduce a clear, trauma-informed framework for sharing your story without burning out. You’ll also get access to the BTS Story Sharing Tool, a resource to spotlight concerns, challenges, and areas needing change.

Finally, you’ll hear from a powerful panel of caregivers, advocates, and policy influencers who’ve been part of the legislative process—from submitting testimony to writing and passing bills. Learn what they wish they knew, what surprised them, and how you can take your next step.

Whether you’ve never spoken up before or you’re ready to do more, this training will leave you feeling more confident, connected, and equipped to make your voice heard.

Tori Shuler (Moderator)

Tori Shuler is the Denver Director for Fostering Great Ideas, a non-profit organization that reimagines foster care. Tori also serves on the Board of Directors for The Colorado Child Protection Ombudsman and The Office of The Child's Representative. Tori experienced foster care multiple times in her childhood and exited the system on her 18th birthday through emancipation. Motivated from her foster care experience Tori is dedicated to improving foster care and elevating the voice of people with lived experience. Tori is a graduate of University of Colorado-Denver and lives in Aurora with her family. Tori enjoys decorating cakes as a hobby and is an avid lover of basset hounds.
